This is an easy answer. The SCRD does not build and maintain roads. Outside of the municipalities, the Ministry of Transportation and Infrastructure (MoTI) is in charge of maintaining the roads. They subcontract Capilano Highway Services to do their maintenance work. If you have a road maintenance issue, like potholes, flooding, sweeping and plowing, you would like addressed, it is best to contact Capilano Highway Services directly.
